   Start Windows Live Messenger and sign to your Windows Live.

Click "Tools" menu at the top of the screen bar, and then select "Options".

Click on "Privacy" in the list of options on the left side of the menu.

You are with a "green list" on the right and displayed a "block list" on the left.
