   Click "Start" at the lower left from your desktop.

Click "NetMeeting."

When NetMeeting is started, click on "Contacts".

Select the contact you want to call.

Click on "Call in NetMeeting."

This button is displayed with the phone icon. When the contact accepts the call, you will be connected with NetMeeting.
